Call for tenders for the production of multimedia materials for the project “Improving the efficiency of the administrative judicial system and strengthening the institutional capacity of the Council of State”

The Council of Europe is currently implementing a project on “Improving the efficiency of administrative justice and strengthening the institutional capacity of the Council of State”. The purpose of this call is to identify a maximum of two (2) suppliers for each batch for the production of multimedia supports.

The exclusion level for this tender is €10,000. Total bids above the €10,000 level will be excluded from bid evaluation.

IMPORTANT

During the preparation of Engagement Act, you are asked to specify the prices in Euro currency and excluding VAT.

The Engagement Act must be completed, offers (prices) must be submitted, signed and scanned and preferably submitted as a pdf file.

DOCUMENTS TO PROVIDE

  1. A completed and signed copy of the act of engagement (see attached); must be in English;
  2. CV, preferably in Europass format, key designers/staff who will participate in this service (for LOT-1 and/or LOT-2) clearly demonstrating that the tenderer meets the eligibility criteria. (In English)
  3. Company profile demonstrating the tenderer’s capacity, experience and ability to provide the services described in LOT-1 and/or LOT 2 (in Turkish or English):
    1. A portfolio of work including at least 3 examples of previous work, preferably from work with international organizations and/or public authorities (including, where appropriate, a link to the results produced);
    2. A list of previous work completed by the Bidder.
  4. Registration certificate (scanned copies of original documents In Turkey), for legal entities only.
  5. A list of all owners and managers, for corporations only. (in Turkish or English).

All documents (except registration certificate which can be submitted in Turkish and company profile -a portfolio of works/samples and a list of previous works- A list of owners and managers can be submitted in Turkish or English) must be submitted in English, failure to do so will result in bid disqualification.

ELIGIBILITY CRITERIA

• Lot 1 :

  1. Demonstrated experience of three (3) years in 2D animation production
  2. Minimum of five (5) years of experience in the field of communication

• Batch 2:

  1. Demonstrated experience of five (5) years in multimedia
  2. Minimum of five (5) years of experience in the field of communication

SUMMARY OF TERMS OF REFERENCE

Lot 1: Production of a 2D animation video (max. 4 min.)

The service provider will produce two 2D animated videos in modular format (Video 1: How to file a case; Video 2: The stages of a legal case).Supplier must edit each video and make separate copies for broadcast. A relevant draft text will be provided by the Council of Europe.

Supplier will perform filming, arranging, editing, dubbing, illustration, graphics, stock visibility material, subtitles, copyrighted music.

  1. Original drawings/illustrations, videos and photographs for the video
  2. Time plans, filming plans and creative script with the approval of the contracting authority
  3. Translation of the script into the required languages, voice-over (in Turkish) and subtitles (in English)
  4. Submission of master copies to the Council of Europe according to the following requirements:

Aspect ratio: 16:9, size: 4K and 1080p, format: H.264 and MOV and

WMV 9)

Lot 2: Production of an informative video on the administrative justice system in Turkey (max 5 mins)

An informative video on the administrative justice system in Turkey will be filmed for the general public (to explain the new structure, photo and video shooting as well as stock visibility material, a production with voiceover and subtitles, copyrighted music). A relevant draft text will be provided by the Council of Europe.

The video will be divided into 4 sections which will separately explain all the pillars of the system. The length of each section should be limited to 60 seconds. The Contractor is also required to edit each section as a standalone video and make separate copies for broadcast purposes.

  1. Time plans, filming plans and creative script with the approval of the contracting authority
  2. Translation of the script into the required languages, voice-over (in Turkish) and subtitles (in English)
  3. Submission of master copies to the Council of Europe according to the following requirements:

Aspect ratio: 16:9, size: 4K and 1080p, format: H.264 and MOV and WMV 9)

The sections of the video will be as follows (maximum 60 sec. each):

  • A section on administrative courts of first instance
  • A section on first instance tax courts
  • A section on regional administrative courts (including court video shoots, (i.e. Ankara and Istanbul)
  • A section on the Council of State (CoS archive videos may also be used with official consent)
